Project Manager Job Description
Our client, a leading main contractor specialising in commercial and mixed-use developments across the West Midlands, requires a skilled Project Manager to take the helm of a prestigious £15m+ refurbishment and extension project in the heart of Birmingham B1. This is a pivotal role, offering the chance to make a tangible impact on the city's skyline.
At labourer.agency, we bridge the gap between top-tier talent and the UK's most ambitious construction firms. Unlike generic job boards, we offer a personalised service. Your dedicated consultant will not only secure you this interview but will also manage your compliance, payroll, and act as your advocate, ensuring you find the right cultural and professional fit. This role is perfect for a Project Manager who thrives on responsibility, client interaction, and delivering projects on time and to budget.
Why This Role Stands Out:
- High-Profile Project: Lead a landmark development in Birmingham's commercial core.
- Career Gateway: This temporary position is viewed by the client as a direct pathway to a permanent senior leadership role for a high-performer.
- Agency Support: Benefit from the full backing of labourer.agency, including weekly pay, hassle-free admin, and a consultant who understands the local construction recruitment landscape.
Key Responsibilities & Duties
As the site-based Project Manager, you will have full operational control. Your day-to-day will be varied and demanding, requiring a blend of technical knowledge and soft skills.
- 1Project Lifecycle Management: Oversee the project from pre-construction planning through to final handover, ensuring all phases align with programme milestones and quality standards. This includes meticulous planning, procurement, and risk management.
- 2Team Leadership & Coordination: Direct and motivate a site team comprising subcontractors, a Traffic Marshall, Site Cleaner operatives, and client-side representatives. Foster a culture of safety and collaboration, much like the ethos we promote across our skilled staff network.
- 3Financial & Commercial Control: Manage the project budget, track costs against forecasts, and authorise payments. You will be responsible for cost-to-complete reports, value engineering, and identifying potential commercial risks or opportunities.
- 4Client & Stakeholder Liaison: Act as the primary point of contact for the client, architects, and local authorities. Provide regular, clear progress updates and manage expectations professionally. This client-facing element is crucial.
- 5Health, Safety & Environmental (HSE) Stewardship: Enforce the highest standards of HSE on site. Ensure all activities comply with CDM 2015 regulations, company policies, and promote a zero-harm culture. Your leadership here is non-negotiable.
- 6Quality Assurance: Implement and monitor QA procedures to ensure all workmanship and materials meet the project specifications and relevant British Standards. Conduct regular site inspections and snagging reviews.

Frequently Asked Questions
This position begins as a temporary contract through labourer.agency, typically for the initial project phase (approx. 6-12 months). However, the client has a clear and stated intention to transition the successful Project Manager to a permanent, direct employment contract based on performance. It is effectively a temp-to-perm gateway role, offering the security of ongoing work with the potential for long-term career placement with a top-tier contractor.
The project is a £15m+ commercial refurbishment and extension of a Grade II listed building in Birmingham's B1 postcode. It involves sensitive restoration work, modern structural extensions, and fitting out contemporary office and retail spaces. Experience with listed buildings, complex logistics in a city-centre location, and managing heritage consultants would be a significant advantage.
You will be employed by labourer.agency on a PAYE (Pay As You Earn) basis. This means we handle all tax, National Insurance, and pension contributions automatically. You will receive a detailed payslip weekly, and payment is made directly to your bank account every Friday. There are no umbrella company complications or hidden fees. For more on the benefits of agency work, see our comparison on temporary job structures.
While direct commercial refurbishment experience is highly desirable, the client values strong core Project Manager competencies above all. If you have a proven track record in managing complex civil engineering projects (e.g., groundworks, infrastructure) of similar value, demonstrate excellent client and financial management skills, and are keen to transition sectors, we would encourage you to apply. Highlight your transferable skills in your CV and during the initial consultant call.
Full support. You will have a named consultant who is your single point of contact for any issue, from payroll queries to contract advice. We manage all pre-employment compliance (right-to-work checks, reference gathering). We also provide ongoing career guidance; if this role isn't quite right, we have access to a wide portfolio of construction staffing opportunities across the Midlands, from Demolition Labourer supervisor roles to senior management positions. We are your advocate in the market.
